Here’s the link to the CAP National Commander Memo dated 2MAR18 regarding Personnel Authorization and wear of the AFOEA ribbon. Members should print it out and keep a copy with their official CAP records:

Basically, members can wear the ribbon only on their USAF blues uniforms and NOT the Mess Dress uniform. If they have no armed services ribbons and only CAP ribbons the ribbon would hold the highest precedence. If they have any military awards it is worn after the lowest military award and before any CAP awards. Members can wear the enameled lapel pin version on their CAP Corporate blazer and can also wear the lapel pin on civilian blazer lapels.
